Helen Caldicott is not the most reliable source in the world. She’s not a physicist but a medical doctor.
The New York Academy of Sciences document on Chernobyl is a load of tosh, unfortunately. I’ve read the whole thing, but gave up noting the errors after the first hundred pages. Extrapolating from bad science is bound to multiply the mistakes. If you can be bothered, the original study, by Alexey Yablokov, is demolished here:

I found it particularly interesting that she gave up her medical career after the Three Mile Island incident in 1979—an accident in which no one was killed, no one was injured, nobody got cancer and a minor amount of radiation was released — which was undetectable after a few days.
She is, in fact, a true panic-monger. The organisations in which she is interested are
Women’s Action for New Directions—a group dedicated to reducing or redirecting government spending away from nuclear energy use.
Physicians for Social Responsibility — doctors committed to educating others on what they claimed were the dangers of nuclear energy.
International Physicians for the Prevention of Nuclear War — an ideal with which I’m sure no one could disagree.
She seems to have confused “nuclear power” and “nuclear weapons” totally, and in so doing, may have damaged the cause of clean energy irrevocably.
